Small Business & Microenterprise Grant (SBMA) Program

Business Oregon has partnered with CCD Business Development Corporation, a private nonprofit economic development organization to administer and process the $3 million dollars allocated to the CDBG-CV Statewide Emergency Small Business & Microenterprise Grant Program, intended to help businesses remain solvent and able to retain/create low- and moderate-income jobs.

This program is funded with federal grant funds from the Oregon Community Development Block Grant program CARES Act funding for communities affected by COVID-19. Technical assistance is available to assist with completing the application process. You may use Google Translate on the application registration and program webpages for non-English languages or please contact CCD Business Development Corporation at 1-888-263-0971 or oregonsbma@ccdbusiness.com for additional assistance.  Video tutorials for both small business and microenterprise applications, including helpful tips, are also available.

A microenterprise (5 or fewer employees) or small business (more than 5 employees) that:
  • Was in business prior to March 8th, 2019
  • Can document COVID-19 Impact (Loss Revenue, Mandated Closures, Workforce Issues, Supply Issues, Etc.)
  • Was generally stable/strong prior to the crisis
  • Has an owner and/or employees who meet Low-and Moderate Income (LMI) criteria

Grant sizes will be between $2,500 - $30,000 per business:
  • Microenterprise whose owner is LMI can qualify up to $10,000 
  • Small Business can qualify for $2,500 per LMI employee retained up to $30,000

​Most recent Oregon Form 132 Quarterly Filing, or two consecutive pay stubs for each qualifying employee (if certifying based on LMI employees)
​Duplication of Benefits Certification including list of assistance/aid
